The Challenges

Between the initial design sketch and the final handover of the building, numerous obstacles and constraints often arise throughout the construction process, leading to a degradation of expected performance. The outcome is clear: widespread disappointment among buyers who do not receive the building promised at the project's inception.

The Commissioning approach offers a solution to this challenge, as it aims to maintain the initial performance level and proactively address operational and maintenance issues.

The commissioning process commences during the project's programming phase (for new builds or renovations) and extends through to the operational handover, also encompassing support during the initial years of operation. This enables:

  • To anticipate operational and maintenance needs,
  • To validate the consistency of technical choices,
  • To integrate appropriate monitoring tools (comfort, consumption),
  • To prevent performance deviations from the moment of handover.

By September 30, 2021, tertiary buildings with a floor area exceeding 1,000m² must have met the first deadline of the Tertiary Eco-Energy Scheme (DEET – formerly the Tertiary Decree), specifically their initialization on the government platform OPERAT. The selection of the reference period is no longer required, having been postponed until September 2022 at the latest.
